{"id":1705,"date":"2021-04-24T20:56:00","date_gmt":"2021-04-24T08:56:00","guid":{"rendered":"http:\/\/sites.massey.ac.nz\/teaurangahau\/?p=1705"},"modified":"2021-07-19T21:00:03","modified_gmt":"2021-07-19T09:00:03","slug":"stuff-job-upheaval-looms-in-health-reforms-but-overall-numbers-seem-steady","status":"publish","type":"post","link":"https:\/\/sites.massey.ac.nz\/teaurangahau\/2021\/04\/24\/stuff-job-upheaval-looms-in-health-reforms-but-overall-numbers-seem-steady\/","title":{"rendered":"Stuff: Job upheaval looms in health reforms, but overall numbers seem steady"},"content":{"rendered":"\n<p><strong>The\u00a0<a href=\"https:\/\/www.stuff.co.nz\/national\/politics\/opinion\/124901127\/the-public-health-overhaul-that-had-to-happen\">health sector reforms<\/a>\u00a0are set to cause upheaval at the top echelons, but job numbers may not change much overall, economists say.<\/strong><\/p>\n\n\n\n<p>&#8230; Dr Matt Roskruge (Te Atiawa, Ng\u0101ti Tama), a Massey University senior lecturer in the School of Economics and Finance, said a lot of jobs could be lost, and a lot of jobs created but in different areas.<\/p>\n\n\n\n<p>\u201cWe\u2019re going to see growth in employment in the ministry, in public health, in M\u0101ori health, the new health authority will need people.<\/p>\n\n\n\n<p>\u201cThere will certainly be lots of people who lose their jobs and don\u2019t find a new position because their job has changed,\u201d he said.<\/p>\n\n\n\n<p>Health boards had a lot of workers in areas such as bureaucracy, compliance, risk assessment and administration.<\/p>\n\n\n\n<p>\u201cThere is an awful lot of the DHB workforce that isn\u2019t directly involved in providing healthcare. If you\u2019re centralising some of those roles, then depending on how they do it, you can imagine in the regions some of those jobs will go.\u201d<\/p>\n\n\n\n<p>Roskruge said the public health workforce in New Zealand had been gutted, and he welcomed the new public health authority.<\/p>\n\n\n\n<p>\u201cI\u2019m really excited to see whether that public health authority can protect and grow that public health workforce and planning.<\/p>\n\n\n\n<p>He was concerned that jobs might migrate to Wellington from the regions in the first round, administrative job restructure.<\/p>\n\n\n\n<p>\u201cWe might lose some administrative functions &#8230; which is probably great news, because we were wasting huge amounts of money and effort in duplicating things across DHBs.<\/p>\n\n\n\n<p>\u201cThe inability for the DHBs to communicate through IT platforms, for example, is just terrifying.\u201d<\/p>\n\n\n\n<p>He was hopeful M\u0101ori health providers would expand and move into a national level as a result of contracting to the M\u0101ori health organisation.<\/p>\n\n\n\n<p><a
